Strategic planning in Photometry and Radiometry
Project Description
The project seeks to explore, which avenues research and development within photometry and radiometry (PR) will take in the future. The project will try to find answers to questions such as: Which future problems of general societal concern can be addressed using PR technologies. What role can PR play in the area of "Health", "Food", "Environment", or more general "Life Science"? Can PR play a role in future: space exploration, optical communication, and lighting?
The outcome of the project will be important for revision of existing roadmaps for PR as well as point toward future common research projects in PR.
It is not relevant to seek external funding for the project itself. However, some of the results of this investigation may lead to applications for external funding.
Progress Report 2022-02-15
In the TC-PR meeting 2022, virtually held, on January 25th – 27th, a workshop on the upcoming Call within the European Partnership on Metrology was held. The proposed PRTs were discussed in detail, whether they should be supported by the TC.
Furthermore, a workshop on Support, Collaboration and Coordination – 3rd follow-up – was held.
An overview on the small collaborative project “SmartPhora” was given at the TC-meeting. EMNs connected to the TC were presented by the EMN chairs. Information on the upcoming European Partnership on Metrology program was given and decision on the support of the discussed project proposals were made.
As far as upcoming comparisons are concerned, the next KCs were discussed, pilot labs established and new SC relevant for the TC discussed and decided on. Furthermore, directly after the TC meeting, a workshop on the currently running EMPIR projects was held: “Single-photon sources as new quantum standards” (SIQUST, 17FUN06 and SEQUME), “18SIB10 chipS·CALe Self-calibrating photodiodes for the radiometric linkage to fundamental constants”, 19ENV04 MAPP, 19NRM06 MeTISQ, 19ENG01 Metro-PV and 19NRM02 RevStdLEDs.
Joaquin Campos Acosta (IO-CSIC, Spain) has taken over the project coordination from Stefan Kück (PTB, Germany).
Progress Report 2021-02-16
In the TC-PR meeting 2021, virtually held, on January 26th – 28th, a workshop on the upcoming Call within the European Partnership on Metrology was held, were the proposed PRTs were discussed in detail, whether they should be supported by the TC. Furthermore, a workshop dealt with the results and outcomes of the EMPIR Project “Single-photon sources as new quantum standards” (SIQUST, 17FUN06) and an overview on the newly granted small collaborative project “SmartPhora”, a new capacity building instrument from EURAMET, was given at the TC-meeting, the EMNs connected to the TC were presented by the EMN chairs. Information on the upcoming European Partnership on Metrology programme was given and decision on the support of the discussed project proposals were made. It was decided to update the currently existing roadmaps and convenors for specific fields were established. In the TC-PR meeting 2020, held in Chisinau, Moldova, on January 28th – 30th, a workshop on the upcoming EMPIR Call were held, were the proposed PRTs were discussed in detail, whether they should be supported by the TC. Furthermore, a workshop dealt with the new KCDB 2.0, a third one with the coordination, collaboration and support activity within the TC. The new instrument of EURAMET, i.e. the Small Collaborative projects, appeared interesting to address the issues within the TC. The TC chair will gather further information on this. At the TC-meeting, the EMNs connected to the TC were presented by the EMN chairs (or substitutes). Information on the upcoming EPM programme was given. At the meeting, it was decided to update the currently existing roadmaps and convenors for specific fields were established. As far as upcoming comparisons are concerned, the next KCs were discussed, pilot labs established and new SC relevant for the TC discussed and decided on.
Progress Report 2019-01-31
In 2019, the outcome of the 2018 workshop on coordination, collaboration and support was summarized and presented. The results were grouped in specific topics and actions were suggested.
A further workshop was on the upcoming EMPIR Call. At this EMPIR workshop the proposed topics were discussed and suggestions for the TC-PR meeting concerning the support for specific PRTs were done.
At the TC-meeting, a large issue was the discussion on ENMs. The TC is involved in the EMN on "Quantum Technologies" and "Climate and Ocean Observation" so far. The TC expressed their need for sustainable structures in other research fields of the TC and expressed concerns about the future role of the TC-PR.
There was no discussion on the further development of the Strategic Research Agenda, due to the importance of the EMNs.
Progress Report 2018-01-22
Two sessions for strategic planning is conducted in the Euramet TC-PR annual meeting in the extension of the 2017 strategic session. In 2017, the expected needs for TC-PR were explored, where the TP conveners presented the research need. In addition, NIST and Photonics21 WG5 presented parts of the planned activities.
In 2018, each NMI present their strategic goal for the next 5 years. This will map the ideas of directions and ambitions for the various NMIs. This will form a basis for a discussion on coordination activities.Who would you collaborate with to meet your goals. Who has complementary skills going in another direction. Who is technology oriented and who is thematically oriented.
The outcome from these presentations are to encourage informal collaborations. Who would you collaborate with to meet your goals. Who has complementary skills going in another direction. Who is technology oriented and who is thematically oriented.
These informal collaborations may form a basis for more formal collaborations at a later stage.
In parallel each NMI will identify metrological challenges they are facing in their work. This will also contribute to reveal if there are holes in the capabilities that needs to be closed. This will complement the session where TP conveners present their overview of needs within each TP.
Progress Report 2017-02-06
In the annual EURAMET TC-PR meeting 31st of January to 2nd of February the TC chair organised a session about strategic planning within Photometry and Radiometry. TC-PR Target Point (TP) convenors presented the needed research within their TP, from their perspective in a 15 min presentation each. Stefan Kueck presented energy research need, Giorgio Brida presented fundamental research need, Nigel Fox presented environment related research need. In addition, Jarle Gran presented his view on SI research need, Gael Obein presented innovation and industrial need and Florian Suker presented Normative research need on behalf of Peter Blattner.
In addition, John Lehman and Paul Williams from NIST were invited and gave a talk on new research activities at NIST. Further, the Key Enabling Technology platform Photonics21 WG 5 leader Peter Seitz gave a talk about their activities and development plans. Finally EURAMET BoD member Maria Luisa Rastello had a presentation about EURAMET's expectations on coordination in metrology.
The presentations are available as documents for the annual meeting in Borås 2017.
The main purpose of the session was to update existing roadmaps and enable individual countries to develop their own strategy within Photometry and Radiometry. The individual country strategies could then at a later stage be used as one potential basis for who to collaborate with. The outcome of the presentations showed that there is a lot of work to do and triggered new ideas. It was highlighted that certain technological areas will be more important in the near future and we need to start working on them now.

In the annual Euramet TC meeting for photometry and radiometry of 2014 in Paris the following decisions were made:
TCC submitted that the current project PR1101 “Future Trends in Photometry and Radiometry” should change into the permanent Project “Strategic planning in Photometry and Radiometry”, coordinated by TCC and concentrating in all aspects of strategic planning in our metrology area. This was accepted by TCPR.

Progress Report 2012-02-16
At the TC-PR meeting in Oslo subjects and coordinators for three roadmaps were proposed and confirmed. Work is in progress and the aim is to finalise the project with input to the next EURAMET GA.
