Peer visits and reviews of QMSs in BIM, MBM, IMBIH, LATMB, BoM and DMDM

Project Description

All the NMIs and DIs participating CIPM MRA have to operate a QMS in conformity with ISO/IEC 17025 and (if applicable) ISO Guide 34, to support their calibration activities.

This project of QMS peer visits and reviews, named as consultation between members, is intended to support evaluation of QMSs in BIM and DMDM, the development and improvement processes and provides a tool for a better international recognition and fulfillment of the requirements of CIPM MRA. During years, according to needs of the other NMIs, new participants were added to a project: MBM, GUM, NIST, CMI, IMBIH, LATMB and BoM.
The goal of the project is to review the measurement capabilities of the laboratories in DMDM, and the other interested participants, including the declared measurement uncertainty in some specific fields of metrology; detect, analyse and resolve possible metrological problems of the laboratories and also learning from each other and sharing the best practice for QMS implementation in specific field.
The project started on 1st of November 2011 with first on-site peer visit in DMDM in the fields of mass, temperature, acoustic and time and frequency, also covering QMS. This first peer visit is done by Bulgarian metrology experts recognised by EURAMET.

Progress Report 2023-02-24

In 2022 a following activities were conducted:

  • Peer review in BIM: Scope of review covered fields of Length, Acoustics, Mass, Volume and Thermometry. The technical assesors in specific fields were technical contacts in EURAMET and came from DMDM (Mr. Slobodan Zelenika, Ms. Gordana Stefanović, Mr. Boris Laštro, Ms. Ljiljana Mićić, Ms. Slavica Simić) . The peer reviews were conducted remotely (online).
  • Peer review at DMDM: Scope of review covered field of Metrology in chemistry, and it was conducted by the technical expert from BAM (Rosemarie Philipp, PhD).
     

The final reports with findings, recommendations and places for improvement of management system were provided by different experts through mentioned visits. All information regarding previous peer visits was presented to the EURAMET TC-Q Meetings.
The peer visit showed that all partners during a project time (BIM, DMDM, MBM, IMBIH, LATMB, BoM laboratories) have technical competence, measuring equipment and personnel to guarantee the quality of measurement results in calibration services which are under the RMO revision or published in BIPM, KCDB Data base of CMCs.

It can be concluded that all measurement capabilities of BIM, DMDM, МBM, LATMB, BoM correspond to the requirements of CIPM-MRA.


Progress Report 2022-04-01

In 2021 a following activities were conducted:

  •  Peer visits in BIM. The scope of the visit was a technical review in the field of Electricity and Magnetism (Power and Energy), and Time and Frequency. Technical assessors in specific fields were technical contacts in EURAMET and came from DMDM. Peer reviews were conducted remotely (online)
     

Final reports with findings, recommendations and places for improvement of management system were provided by different experts through the mentioned visits. All information regarding previous peer visits was presented to the EURAMET TC-Q Meetings.

Progress Report 2021-03-09

In 2020 the following activities were conducted:

  • Peer visit in BIM
    The scope of visit was technical review in the field of ionizing radiation, branch 1, dosimetry.
     

Firstly planned peer review in the field of electricity and magnetism (power and energy) and time and frequency was postponed from December 2020 to the beginning of 2021, due to Covid. Technical assessors in specific fields were technical contacts in EURAMET and came from DMDM and VINS. Peer reviews were conducted remotely (online).
Final reports with findings, recommendations and places for improvement of managment system were provided by different experts through mentioned visits. All information regarding previous peer visits was presented to the EURAMET TC-Q Meetings.

There were no new partners during 2020, but at the beginning of 2021 it is planned to include LNE as partner, for the purpose of peer review for the production of certified reference materials in BIM.

In 2019 a following activities were conducted:

  • Peer visit in BoM (new partner that was added to the project after consultation with TC-Q Secretariat)
    The scope of visit was technical review in the field of mass and related quantities (mass and quantity of fluid), thermometry (temperature), and review of QMS. Technical assesors in specific fields were technical contacts in EURAMET and came from DMDM.
  • Peer visit in DMDM
    The scope of the visit was technical review in the field of mass and related quantities (mass and quantity of fluid), thermometry (temperature and relative humidity), and review of QMS. Technical assessors in specific fields were techical contacts in EURAMET and came from BoM.

Progress Report 2019-06-28

In 2012, peer visit is conducted in BIM by DMDM metrology experts recognized by EURAMET, in the fields of mass, length, temperature, electrical quantities, also covering QMS.

In 2013, MBM has been joined the project with an idea that relevant metrologists from DMDM check MBM laboratories in the fields of mass, length and temperature.

In 2014, new peer visit had been conducted in DMDM by BIM experts, in a fields of photometry, length, liquid volume, also covering QMS.

In 2015, peer visit is had been conducted in BIM, by DMDM experts, in a fields of photometry and radiometry, thermometry (relative humidity), acoustics and vibration, and in a field of metrology in chemistry by GUM metrology expert.

In 2016, DMDM had need for peer visit in a field of chemistry, which has been conducted by NIST expert.

In 2017, in DMDM peer visit has been conducted in a field of volume gas flow rate, by CMI metrology expert.

In 2018, few peer visits had been conducted, by adding a few new partners to a project. First peer visit has been conducted in BIM, in a field of electricity and magnetism (AC and DC voltage) by DMDM experts, and in a field of mechanical vibration by GUM expert. Then, LATMB has joined project with an idea that BIM metrology experts check fields of mass, length, electrical quantities and QMS. Third peer visit has been conducted at new partner, IMBIH, in a field of liquid volume, by DMDM metrology expert.

In 2019, BoM is going to be added as new partner to the Project, and peer visits of mutual interests will be conducted between DMDM and BoM in a fields of mass, pressure, temperature, volume, flow, also covering QMSs.

The project will continually go on between  participating NMIs with planned peer visits according needs in a specific metrology fields, agreed in advance.
