Comparison of luminous intensity and luminous flux using lamps as transfer standardsof Ultraviolet Power Meters

Project Description

Following the decision to stop the calibration of standards of luminous intensity and luminous flux at the BIPM, INM, Romania decided to proceed to the development of new reference standards, based on the definition of candela and according to the CIPM recommendations. At present time INM, Romania has realized the candela using standard photometers.

In order to check this new realization and to link it to the existing key comparison BNM and INM have agreed to carry out a bilateral comparison of luminous intensity and luminous flux using lamps as transfer standards. The details of these comparisons are described in a technical protocol based on the technical protocol of the corresponding key comparisons.

The link with the CCPR-KCRV is introduced by the pilot laboratory. Batches of four specially designed incandescent lamps are used as transfer standard for the luminous intensity and a batch of six lamps for the luminous flux. The associated measurement uncertainty are presented with the detailed uncertainty budget following the rules as explained in the "Guide to the expression of measurement uncertainties",GUM.

The project is financed within a Romanian Government research programme.

In the framework of the EUROMET Project 823, LNE-France and INM-RO have carried out a comparison of luminous intensity and a comparison of luminous flux using standard lamps. The aim of this comparison was to link the INM-RO realized candela and lumen to the CCPR key comparison reference values and to demonstrate the NIM-RO capability in transferring these units.

According to the results of the comparison of luminous intensity, the Degree of Equivalence of the candela realized by INM-RO to the Key Comparison Reference Value of CCPR-K3.a is – 0,77 % with an expended uncertainty (k=2) of 1.46 %.

According to the results of the comparison of luminous flux, the Degree of Equivalence of the lumen realized by INM-RO to the Key Comparison Reference Value of CCPR-K4 is + 0,66 % with an expended uncertainty (k=2) of 1.92 %.

The aim of this comparison was to link the INM-RO realized candela and lumen to the CCPR key comparison reference values and to demonstrate the NIM-RO capability in transferring these units.
Report on PR-K3.a.1 has been approved by CCPR-WG-KC.
Report on PR-K4.1 needs some investigations following the comments by the CCPR-WG-KC chair. The investigations will be performed in March 2013. More investigations are needed and are scheduled in March 2014.
