Supporting smart specialisation and stakeholder linkage in Photometry and Radiometry

Developing metrological knowledge and expertise at emerging NMIs


EURAMET’s Technical Committee Photometry and Radiometry identified emerging national metrology institutes (NMIs) as unable, or only partially able, to fulfil related stakeholder metrology needs in their respective countries. The effect being, according to the committee, these NMIs could only participate in research projects to a limited extent due to staff resourcing issues or lack of expertise.

 

The committee also found a shortfall of opportunities for developing suitable expertise. It prioritised: metrology for smart specialisation for photometry (including photometric and radiometric calibration of LEDs, and safety of light sources), metrology of appearance (gloss, colour, reflectometry), metrology of fibre optics, and metrology of photovoltaics.

 

For example, the COVID-19 pandemic highlighted that germicidal UV radiation could support improved healthcare, but quality infrastructures were lacking for supporting worker protection from harmful light sources.

 

Workshops alongside previous committee annual meetings attempted to support collaboration and coordination, but events showed the need for a more structured plan.

 

This project will apply ‘smart specialisation’ principles to develop metrological knowledge and expertise. This approach aims to bring together local authorities, academia, business and civil society, to implement long-term growth strategies. Web-based seminars will be offered, as well as training in photometric and radiometric calibration of LEDs, metrology for the safety of light sources, gloss, colour, reflectometry, fibre optics and photovoltaics. Knowledge transfer in these subjects will be validated through inter-laboratory comparisons and pilot studies.

 

Outcomes will be that users of photometry and radiometry metrological services in these and neighbouring countries will be better served and wider participation encouraged in future EU/EURAMET programmes. Longer-term, the expertise developed within participating NMIs will help improve the economic opportunities in these countries.
