On-site visits of PTB, BEV and METAS by external metrological experts

Project Description

The rules of the CPM MRA obligated each Metrology institute (NMI) to operate a Quality system (QS) that comply with ISO/IEC 17025 and ISO Guide 34 (if applicable).
This project is intended to support the developement processes and the improvement processes of the participating NMIs. The using of native speakers for evaluation of the quality documentation and also during the internal audits will be extremly helpful.
The following aspects of operation of a QS will be supported:

  • participation in internal audits by external metrological experts
  • establishing and enhancing confidence in the fulfilling of normative requirements concerning the QS
  • sharing and recommending best practise for their implementation
     

The project has been confirmed by EURAMET TC Quality in February 2008.


Progress Report 2023-02-22

Six on-site visits by external metrological experts according to the annex have been performed in 2022 in the NMIs BEV, METAS and PTB.


Progress Report 2022-01-13

The Swiss institutes IRA, PMOD WRC and MBW are now participating in this project.

Fourteen on-site visits by external metrological experts according to the annex have been performed in 2020 and 2021 in the NMIs BEV, METAS and PTB as well as in the German designated institutes BAM, BVL and UBA and the Swiss designated institute PMOD.


Progress Report  2020-05-26

Six on-site visits by external metrological experts according to the annex have been performed in 2019. During the coordination meeting on 18  December 2019 it was decided to involve self-declared designated institutes in the project.


Progress Report 2019-01-09

On-site visits by external metrological experts have been performed. Since the last progress report 2009 until 2018 the participating NMIs performed 61 (annually about 6) Audits and Peer Reviews. Until 2010 audits with external experts were carried out. In 2011 and 2012 each participation NMI experienced one audit with external expert and one complete external peer review. Since 2014 each NMI received at least 2 external on-site visits by Peers. 


Progress Report 2009-02-26

Six internal audits were performed in 2008 by external metrological experts. The execution was carried out on the basis of the audit program 2008. The audit results were discussed with the employees of the laboratories and evaluated at the meeting of the quality managers of BEV, METAS and PTB on 17. October 2008. All audit reports were provided by the three quality managers for the internal use.

The audits took place in a very open and constructive atmosphere. The audits showed that the laboratories have the technical competence, equipment and personnel at their disposal to guarantee the quality of measurement result on a permanently basis.

It can be noticed that the used measurement procedure corresponds to the requirements of CIPM-MRA.

Note: Every year common audits have already been carried out since 2004 before the registered EURAMET project no. 1083 has been started. About these activities were reported at the workshop in Bukarest (see 12th QS-Forum meeting) and on the Re-evaluation of the quality management system of BEV (TCQ-03-26), METAS (TCQ_02_10) and PTB (TCQ_02_09).
