The European Metrology Programme for Innovation and Research (EMPIR) is part of Horizon 2020, the EU Framework Programme for Research and Innovation

The EMPIR programme

The European Metrology Programme for Innovation and Research (EMPIR) is one of the tools that address EURAMET's goal to develop and disseminate an integrated, cost effective and internationally competitive measurement infrastructure for Europe. They are designed to encourage collaboration between European National Metrology Institutes (NMIs), Designate Institutes and partners in industry and academia.

The EMPIR initiative is co-funded by the European Union's Horizon 2020 research and innovation programme and the EMPIR Participating States.

The programme builds on the successful European Metrology Research Programme (EMRP), and is followed by the European Partnership on Metrology. The EMPIR calls, launched between 2014 and 2020, had an allocated total budget of 600 million euro, with 300 million euro contributed from the participating states and up to 300 million euro from the European Commission.

EMPIR Joint Research Projects focus on priority areas, known as Targeted Programmes, to address the EU's Grand Challenges in Health, Energy, Environment and Industry, and to progress fundamental measurement science.

EMPIR achievements

During the EMPIR programme, 241 projects were completed, representing over 3000 years-worth of funded research in total.

2574 project partners took part in these projects, from NMIs, academic institutions, industry, research, designated institutes and government.

Project outputs include:

  • 31 patent applications
  • 63 TV and radio interviews
  • 67 exhibitions
  • 86 videos about project research
  • 245 newsletters about project achievements
  • 327 project websites
  • 423 articles in trade / professional press
  • 2375 peer reviewed publications
  • 3206 contributions to standards bodies
  • 6625 conference presentations and posters

EMPIR projects making a difference

Around 100 case studies have been written describing how EMPIR projects are addressing society’s grand challenges through the work that they do.

Examples of case studies in the healthcare, environment, energy and industry areas are:

Healthcare: Measurement of radiation dose at ultra-high dose rates for advanced radiotherapy

Energy: Developing the technology to support hydrogen as a clean energy fuel

Environment: A new facility for ambient-like aerosols

Industry: Providing reliable support to orbital-based time and frequency dissemination

Highlights report

The EMPIR Highlights Report showcases the real-world impact of the 241 collaborative research projects funded through EMPIR.
