EURAMET supporting Ukraine’s metrology community
Since the beginning of the Russian invasion of Ukraine on 24 February 2022, the EURAMET community has been steadfast in its support of Ukrainian metrology.
After publicly announcing its support in March 2022, EURAMET gave priority to measures aimed at assisting Ukraine’s metrology community.
Even for a country under attack metrology plays an important role, as reliable measurements are essential for trade, technological development and security. EURAMET therefore supports Ukraine’s metrology system to maintain the efficiency of the Ukrainian economy and, in the long term, to accelerate economic reconstruction.
Over the past three years EURAMET and Europe’s metrology community has done the following to help:
Integration into Europe’s metrology landscape
In 2022, the application by Ukraine’s Ministry of Economic Development and Trade (ME) for EURAMET membership was accepted, giving ME the status of Corresponding Applicant. This initiated Ukraine’s step by step integration into the European metrology landscape.
From February 2023, EURAMET assumed responsibility for facilitating the activities of ME and the four Ukrainian Designated Institutes (DIs) with respect to the CIPM Mutual Recognition Arrangement (CIPM MRA), to which the Ukrainian institutes have been signatory since 2003. This ensures continuity of the international recognition of the measurement and calibration capabilities of the Ukrainian DIs.
A further step was taken with a workshop organised for Ukrainian metrology institutes in January 2024 on EURAMET’s process for the review of quality management systems.
In June 2024, EURAMET’s General Assembly re-emphasised its position on supporting Ukraine’s metrology community.
Later in 2024, the four Ukrainian DIs applied and were accepted as Associates of EURAMET, conferring them formal status and rights. This paved the way towards the initial presentation of their quality management systems, a requirement of the CIPM MRA, which will take place in May 2025.
International collaboration
EURAMET has opened all its activities for participation by Ukraine’s metrology institutes. The first examples of closer collaboration have already happened, and further mutual engagement is encouraged.
This includes:
- EURAMET’s Technical Committees (TCs) are open to participation by Ukrainian metrologists, who have quickly started to engage actively in various TCs and Subcommittees. Also, Ukraine is currently involved in five key comparison projects and the development of one calibration guideline.
- Ukraine has started collaboration with EURAMET’s European Metrology Networks by becoming involved in the EMN for Safe and Sustainable Food.
- EURAMET has welcomed participants from Ukraine in Capacity Building training activities.
- Ukrainian institutes have become involved in the European Partnership on Metrology. They are successfully participating in three projects from the 2023 Metrology Partnership Call so far:
- Metrology for standardised moisture / water content measurements in plant-origin bulk materials in support of International and European food safety and trade
- Establishing European traceability for medical measuring devices through optical absorbance liquid filters
- Thermometry with embedded SI traceability for industrial applications
- Metrology for standardised moisture / water content measurements in plant-origin bulk materials in support of International and European food safety and trade
On individual institute level, European NMIs and DIs have demonstrated tremendous solidarity by providing and offering aid in various forms: European metrologists kept personal contacts with their Ukrainian colleagues and helped on individual basis where possible.
EURAMET Chairperson Dolores del Campo reiterated the organisation’s support, stating:

Together, we strengthen Ukraine’s metrology infrastructure, ensuring continuity today and paving the way for reconstruction and innovation tomorrow."
EURAMET remains committed to supporting Ukrainian institutes in maintaining their status within the international metrology system.
