Strategic Theme — Oceans

Ocean observations are internationally coordinated under the auspices of the Global Ocean Observing System (GOOS), an Intergovernmental Oceanographic Commission (IOC)-led programme. The IOC is part of UNESCO.

Ocean observations encompass in situ networks, satellite systems, governments, UN agencies and individual scientists. Essential Ocean Variables (EOVs) are measured to improve understanding of ocean processes, to deliver ocean forecasts and early warnings, to provide climate projections and assessments, and to protect ocean health and its benefits. EOVs are identified, and requirements for their measurements are specified by the respective expert panels of GOOS.
