Temporal light modulations videos available

Supporting a complete transition to LED lighting across Europe

The project

LED-based lighting contributes to energy saving and the reduction of the environmental impact of lighting. However, LED lamps can show fluctuations in the light output known as temporal light modulation (TLM) which can induce perceptions of visual instability. These effects can cause fatigue, trigger conditions like epilepsy and migraine, and cause other safety concerns.

The newest EU Ecodesign 2019/2020 ‘Single Lighting Regulation’ set limitations on the temporal light modulation of light sources. However, the necessary metrology is not yet available and standardised metrics have not been entirely defined.

EMPIR project Metrology for temporal light modulation (20NRM01, MetTLM) is working to  investigate and deliver validated methods and measurement conditions of the lighting characteristic of flicker and stroboscopic effects. The project will create the metrology infrastructure for the measurement of TLM in LED lighting and the visual effects induced by TLM, known as temporal light artefacts (TLAs).

The project results will underpin the development of standardisation on temporal light modulation and will provide the lighting industry, instrument manufacturers and market surveillance authorities with the measurement confidence required.

‘With this joint research project we aim to build a solid metrological basis for temporal light modulation measurements, as well as to contribute to better understanding of the phantom array effect, which both are essential to future standardisation.  In addition, the potential risks of TLM to health and wellbeing are currently not well understood by many in the public sphere. So, in the project we are also trying to raise general awareness.’
