EMN Radiation Protection Strategic Agenda

Aim of the Network

The aim is to support the protection of European citizens against the danger from ionizing radiation.  The success depends on the quality of measured and simulated data. Such data should be produced by procedures and measurements that are reliable and quality assured. Only measurement devices that are suitable for the purpose of measurement in the exposure situation should be used.


Quality assured measurements and calculations based on quality assured data are needed in environmental monitoring, emergency response, civil protection, and protection of workers and public from harmful effects of ionizing radiation. This is required by Basic Safety Standard 2013/59/Euratom and the EURATOM Treaty. The aim of the Network is to provide the capacity to implement quality assurance and quality assured measurements that are traceable to the SI for all scenarios addressed by these basic regulations and related ones. This will only be possible by smart specialisation and wide stakeholder involvement.


The Network aims to provide expertise for quality assurance and for all measurements in exposure situations addressed under the European legislation.

Our Vision

  • Quality assurance including measurement traceability to the SI system is available for all measurements in the respective exposure situation addressed under the European legislation.
  • Radiation protection measurements are at a new quality level in Europe and the smart specialisation ensures well-balanced expert and calibration services in radiation protection.
  • The members and partners support the implementation of existing and new European legislation by metrology.
  • Sustainable funding of radiation protection at the European level is implemented to support the member states in the national implementation of the European legislation.

 

Our Mission

  • To support European legislation and operators with reliable data including uncertainties and to clearly express where such reliable data is not available. To jointly use national capacities to overcome the gaps in the data.
  • To provide expertise for measurements and quality assurance for in exposure situations addressed under the European legislation.
  • To raise awareness about the shortcoming in radiation protection funding of the past and to change the steering process for the future.

Implementation

The European Partnership on Metrology supports the research, development and innovation actions needed to implement our vision. Efficient cooperation between metrology institutes, research institutes and universities, policymakers, standardisation organisations, and industry ensures good coverage of calibration and measurement services, secures the expertise, and supports the smart specialisation of metrology institutes.


Operation of the EMN is based on open dialogue, cooperation, and wide stakeholder engagement.
