EURAMET welcomes Joaquin Campos-Acosta (IO-CSIC, Spain) as chair of Technical Committee (TC) for Photometry and Radiometry
Originally from the beautiful Costa del Sol, Joaquin completed his studies at the University of Granada, obtaining a degree in physics in 1982 and a PhD in 1984. Passionate about the field of optical radiation measurements and their applications in the UV, visible and near infrared spectra, he has developed specific national standards and measurement facilities such as the Spanish gonio-spectrophotometer, as well as mathematical models to explain properties and to assess measurement errors and uncertainties. He is currently working at the Spanish designated institute Instituto de Óptica Daza de Valdés (IO-CSIC).
Joaquin has contributed to international collaboration in several Technical Committees within EURAMET and CIE, in scientific and organising committees of congresses and journal editorial boards. He is also a standing member of OSA, EOS and the Spanish Optical Society with sound experience in science management.
It was at the EURAMET General Assembly in June 2021 that Joaquin started his new position as TC-PR chair. During his term the TC will continue to support the implementation of EURAMET’s strategy and address numerous tasks including:
- Conclude the revision of the TC-PR roadmap alongside the prospection of future needs in R&D, to be addressed through dedicated projects within the European Partnership on Metrology.
- Address the measurement challenges related to radiant flux or optical powers in the range up to 1 W, to foster the use of semiconductor lasers in biological applications, where hazard thresholds are important.
- Develop standards for single photon sources fostering the efficient use of quantum technologies in applications such as needed in telecommunications.
- Tackle the reduction of the measurement uncertainty of reflectance and radiance in remote sensing.
- Address the measurement science needs of the illumination industry, a traditional stakeholder of TC-PR, where recent innovations require new standards and the reformulation of the measurement methods in standards.
- Advance the primary metrology in spectrophotometry by developing new solutions for the quantitative control of the visual appearance of surfaces, for example needed in virtual reality applications.
Joaquin endeavours to further enhance the cooperation between the TC members and the TC-PR community, for example via the new project Supporting smart specialisation and stakeholder linkage in Photometry and Radiometry. The project started in September 2021 aiming at providing training and knowledge transfer towards emerging National Metrology Institutes and Designated Institutes.
“Furthermore, we strive to strengthen the cooperation with the European Metrology Networks (EMN) Climate and Ocean Observation and Quantum Technologies, some of whose activities are strongly connected to our area of expertise. Next steps include a workshop in conjunction with our 2022 annual meeting, where we want to foster common interests and expertise with the EMN chairs.”
Another important topic for TC-PR are EURAMET’s digital transformation activities and the associated working group WG M4D initiatives.
“I believe that digital transformation of metrology is a mandatory path to be taken by the EURAMET community. There is a clear need to deploy efforts in this direction to overcome the technical limitations of the analogue calibration certificates. For TC-PR, the data format in digital calibration certificates (DCCs) is a key point, as large amounts of data, such as data related to spectral and angular distributions, need to be conveyed to the certificate user in a much friendlier manner. Our customers are regularly asking for improved ways to handle the calibration data, so DCCs appear to be the right solution to this problem”, explains Joaquin.
In the perspective of the collaborative efforts called upon by the EURAMET digital transformation agenda, Joaquin stresses the importance to promote the concept and benefits within the metrology community and towards industry. He is optimistic that the joint efforts of M4D and other EURAMET structures will ultimately lead to the anticipated digital transformation outcomes.
