Workshop on the kg realisation by measuring the Planck and Avogadro constants, 17-20 September 2013, Turin, Italy

In 2011, the 24th General Conference on Weights and Measures sanctioned that the International System of units would be upgraded in terms of internationally agreed values of the Planck, Boltzmann and Avogadro constants and the elementary charge. Experiments based on the watt-balance comparison of mechanical and electrical powers and the counting of silicon atoms came close to determining the kilogram from the Planck-constant value, however an unresolved discrepancy between the two experiments made it impracticable within the 20 μg uncertainty required to ensure continuity to mass metrology.

EMRP project: 'Realisation of the awaited definition of the kilogram - resolving the discrepancies' (SIB03 kNOW) aims to support the redefinition of the kilogram in terms of fundamental physical constants. It will do this by understanding and remedying the error between the European watt-balance determination of the Planck constant and the Avogadro determination.

The kNOW workshop on the kg realisation by measuring the Planck and Avogadro constants (JRP SIB03) will present the background motivating these two experiments and will examine the open problems associated with them. The workshop aims to identify and to achieve a better understanding of the critical aspects and to look at hidden assumptions and phenomena which have not been yet considered. The workshop will feature invited lectures as well as presentations, and participation is open to anyone with an interest in metrology and the precision measurement of fundamental constants. Participants are invited to propose a contribution on any aspect of the watt balance and silicon atom counting experiments.

At the conference, EURAMET  had an exhibition stand, hosted a session of talks entitled 'EMRP: Meeting the industrial challenges of tommorow' and displayed posters for each of the 21 iMERA-Plus projects. These projects finished in 2011 and produced a wide range of significant impacts in metrology, industry and other fields of research (e.g. healthcare). To find out more please go to the EMRP publicity page where all the posters can be downloaded.

Other talks at the conference explored the future of metrology in the 2020s, in which EURAMET will play a major role, as well as energy challenges and the role of metrology in industry. The event increased awareness of EURAMET’s work and highlighted the importance of collaborative metrology research projects and associated researcher grants, such as those funded by the EMRP.

qu-Candela Workshop: 27 June - 1 July 2011, PTB Braunschweig, Germany

The qu-Candela iMERA-Plus JRP addresses one of the Grand Challenges of fundamental metrology, namely the reformulation of the SI base unit - the candela - in terms of photon number. Such a reformulation through linkage to the Planck constant would provide greater consistency among the definitions of the base units and better serve the additional needs of emerging sectors such as quantum based technologies, as well as supporting classical radiometry.

The Single Photon Workshop is intended to bring together a broad range of people with interests in single-photon technology and applications and there will be a special session reporting on efforts towards realising photon-based standards organised as part of the qu-candela project.

Clinbiotrace Workshop: 19 May 2011, Berlin, Germany

The Clinbiotrace - 'Traceability of Complex Biomolecules and Biomarkers in Diagnostics - Effecting Measurement Comparability in Clinical Medicine' - iMERA-Plus JRP takes the first steps towards addressing the SI/IU debate by investigating novel methods for linking structural and functional SI traceable measurements to the amount of protein present. If this can be realised, it will represent a very considerable advance in measurement science, providing a route to traceable complex protein measurements that will impact significantly on healthcare measurement comparability.

The JRP's objective is to expand the available range of reference measurement procedures and reference materials of a higher order for bio-molecules of clinical significance.

The workshop will take place during the IFCC-WorlLab meeting in Berlin 15-19 May, an event with a high-quality science programme and strong focus on the importance of laboratory medicine services to clinical medicine and the wellbeing of patients and the public.

Breath Analysis Workshop: 5-6 April 2011, VSL, the Netherlands

‘Breath analysis as a diagnostic tool for early disease detection’ is an iMERA-Plus joint research project (JRP) focusing on the development of spectroscopic techniques for the identification and accurate quantification of biomarkers in human breath.

The wealth of substances present in an individual's breath can reveal a great deal about the person’s health status. Worldwide research is focused on the use of breath analysis for early disease detection. Key to this is the identification of biomarkers of disease and the development of sensitive instrumentation to quantify the low levels. The use of laser spectroscopic methods has increased dramatically for this purpose due to recent advances in photonics.

The Breath Analysis Workshop aimed to disseminate the results of the JRP to the wider audience and discuss related research and development topics.

Optical Clocks Workshop: 1-3 December 2010, iNRiM Torino, Italy

The main goal of the 'Optical clocks for a new redefinition of the second' (OCS) iMERA-Plus JRP is to perform a detailed study of the 1S0 - 3P0 optical clock transition of Strontium (Sr) atoms as a promising candidate for the future redefinition of the second.

Atoms in the clock are confined in an optical lattice to achieve a perfect control of atomic motion related effects and three of these optical lattice clocks have been constructed as part of the JRP, allowing for a detailed experimental study of their performance.

The workshop aimed to provide the scientific community working on optical clocks with an informal opportunity to discuss, in depth, the advancement of the various research activities, and also focus attention on the fundamental metrological aspects of novel frequency standards.

NANOTRACE Workshop: 27-29 October 2010, Brno, Czech Republic

The NANOTRACE iMERA-Plus JRP aims to produce 10 picometre (pm) accuracy of displacement metrology, namely by refined optical interferometry.

The challenge is an uncertainty reduction of one order of magnitude with respect to the present state of the art. In order to achieve this, the JRP includes the development of interferometric techniques, the realisation of a transfer standard, the development of the X-ray interferometer and the comparison between optical and X-ray interferometers to validate the targeted accuracy.

The Nanoscale seminar was jointly organised by the Czech Metrology institute (CMI) as local organiser, together with the Nanometrology Group within EURAMET and PTB. An integral part of the seminar was an open workshop on the NANOTRACE project.

Boltzmann Constant Workshop: 27-28 October 2010, NPL, UK

The iMERA-Plus JRP 'Boltzmann constant - Determination of the Boltzmann constant for the redefinition of the kelvin' aims to fix the definition of the Boltzmann constant in order to redefine the SI unit of temperature, the kelvin. Such a redefinition is in line with the aims of the CIPM and would make the kelvin unit independant of any material substance, technique of realisation, and temperature or temperature range.

As part of the project, a meeting was held at NPL on 27 and 28 October 2010 to examine the implications of the proposed new definition of the kelvin. This new kelvin dissemination workshop was attended by more than 40 participants from Europe, the USA and China.

Findings from the workshop included that uncertainties associated with the temperature of the triple point of water could be reduced due to redetermination of the Boltzmann constant and that the project also exposed some shortcomings in the measurement of certain temperature ranges, for example, from the neon point (24.556 K) to the triple point of water (273.16 K). New measurement methods and instruments are urgently required to improve measurements within these temperature ranges.
